Book time on that. Once you’ve got some kind of benchmark then get a used Reflecta ProScan 7200 aka Pacific Image PrimeFilm 7200 / 7200u and go from there - try and get a copy of Silverfast Ai as well.
Tbqh the problem might be in the development as well. This is kind of what xpired chemicals look like, but idk.
