You have to play with the few elements in front of you, so composition and light are key. For instance, for this picture what stands out in my opinion are the round smooth edges of those rocks. You may want to find a better crop and crop factor to isolate what's interesting to you. If you want to go with the long exposure route, you may want to pick a minimalist approach, since you don't really have other elements. Pic related, what you could do; smear water and sky, maybe choose the correct exposure time and position on the coast to have some foam effect. But most importantly try to work with the light and pick the right time to shoot. You may want to create a leading line by using the water reflections of the Sun/Moon in the sky, like I can see on the horizon on the top left. Keep a substantial EV difference between the rocks and the water, eyes like contrasting elements next to each other. Try to analyze the composition in black and white first, colors may be distracting when judging a scene.
