In the country where I live, a lot of people live in communal housing built between the fifties and the eighties. These communal buildings were meant to have a lifespan of about 20 years, before being replaced by the GOOD communal buildings, which never came to be. Nobody has the money to replace these buildings that have existed for double their intended lifespan or more. The solution is simply to cover the old crumbly façade with some shiny new panels and a coat of paint. They're called "euro repairs". In this case, they didn't even bother to cover the part of the house not facing the street.
