Try and find out what it is about the image that you like through asking, lurking, googling, reading, or introspection (for example, the effect that you probably like in your OP image is called 'chromatic aberration'). Once you've found the name of a technique that you like and want to learn about, look it up on YouTube and learn how to do it ('chromatic aberration effect photoshop').
This is how I pretty much learned everything from the ground up. I started shooting in 2012 and got my basic fundamentals from /p/ and YouTube, and inspo from Tumblr (RIP) and Flickr. I also took a basic digital photography course at a community college in 2013 which was a huge help as well. Most of my Photoshop & Lightroom skills evolved from basic usage and watching stuff on YouTube as needed.
