if you're shooting at a wide enough fov to pan the car, the fence is most likely going to be 100% noticeable no matter what you do

if you want to blur the fence out properly, you've got to be shooting rather close to the fence, and at least at 300mm

if you're standing far away from a car you want to pan, try using longer focal lengths

it can be rather tricky at first, but you can get some pretty cool results once you get the hang of it
