It's also not really the "600 rule." It's the 500 rule. 600 is the upper limits of it if you know you're presenting the image at a tiny size as an end result in the first place. 500 isn't even conservative enough for massive printing.

Star trailing at 100% is the least of concerns that photo has, though. Fucking tragic, man.
