Documentary photography, rather than snapshots, is not really art. But for example landscape can be art. If you're planning it, or using peculiar perspectives, capturing things in a way that differs from simply pointing at things making the camera a finger of sorts, then it can be art. And if you edit afterwards in a way that alters the original image creating a different mood, then it's art too. Hell, you can do it on the go. What the propagandists photographing the Capitol on January 6 did was art. They selected a certain white balance to make it look like there were fires when it was just the normal lighting and a flashbang used by law enforcement.
