I've been cutting my own 5x4 negs from 10x8 EB/RA Carestream x-ray film stock. Recently I also acquired a Jobo 2509n reel plus an appropriate Jobo tank for it. Every few negs in the past few batches of cutting come through development with splotches.
I'm convinced it's either uneven development in the tank (inadequate agitation), light leak in the holder, or spending too long cutting the film under the red light. Have you experienced this or seen it before? Never had this happen with medium format or 35mm.
