I'm giving you a low res file so that you learn how to use photoshop yourself, you seem to have CS6, which has all the tools I used.
Step 1: Get rid of that insane green cast using curves. Add a curves adjustment layer add go through each channel, pull the input and output level one by one until the cast is not there anymore. Then do another two passes and adjust the contrast of each channel until you get something that remotely resembles skin tones.
Step 2: You exposed for the sky but you meant to expose for your subject. Using negative film this is a giant mistake, since you can't recover shadows, and this is why you can't make this picture look good. Add another level adjustment layer and play with the lower part of the curve to get those blacks a bit raised.
Step 3: Use the clone stamp tool to remove some of that dust.
Hopefully you'll learn something along the way, and hopefully you'll expose for the shadows next time.
