Yes, obviously it has had noise correction applied, which normal people do to all photos. If it were 100% correctable, though, nobody would complain about it. People complain because it still shows up after correction. I'm just saying that the number of photos actually ruined by it is very small and as long as you don't deliberately underexpose photos and boost shadows, you can avoid it altogether.
