Do they notice you and look/stare at you? 90% of time yes. And it's normal, unless they're zombies or blind, of course they're aware of their surroundings and what happens in their proximity. Does it mean anything more than that? No. They don't judge you, they don't hate you, nothing. A brief thought about what you might be shooting, and they go on with their day.
