Because of marketing. If you label ISO 100 as ISO 200, you are now claiming you have one more stop of dynamic range at ISO 200, because you have one less stop of noise. Because it's actually ISO 100.
it's not actually because of the sensor size, but because of the marketing practices of the brand.
