My theory is that they can't visualize the final image before it's made. They have little ability to think into the future or abstract thought. Both of these abilities are needed to have a concept for an image before it's made. Pic related will give you a look into the mind of an african via their own language.
tl:dr, they don't even have words to describe simple concepts like "coconut is half way up the tree", it would be impossible to grasp basic concepts like stops and exposure. Even if they do, it would not be on the same level as a more developed mind
