So they see a sparkly bang in the sky and they think "Oh, that's pretty", and so they take a picture of the pretty thing without thinking to give it context. Good photographers will; new or bad photographers won't; non-photographers won't even get a good shot of the firework alone and context-free in the sky.
You'll also find this with photos of the moon--most people's moon shots are just the moon all by itself in the sky and look exactly the same as any other half-competent moon shot.
