If the exposure time is 4 seconds and you have it over the top for 2 you will have done the same thing as a 1 stop GND. You would have to wave it over the top for 3 seconds out of the 4 to have the effect of a 2 stop GND. This is real handy for mountain valleys or items that don't have the shape of a GND filter horizon.

I really do a rather crude sharpening. I just go to filter>sharpen>unsharp mask and do about 90%, 2px radius, and a threshold of 3 or so. Your method probably can achieve much better results.
