That would explain the colour crossover and "muted" colours. They could also be skipping the DIRs, which would show up as poor acutance and colour saturation.
Maybe they're finetuning their process to come up with an actually modern, new emulsion, and decided to come out with a "funky" product along the way, before the R&D of the "proper" emulsion is finished.
Or they just try to profit, since the chemistry they're skipping is expensive and hard to incorporate.
