as for the kits, can't get them here either. but I can buy the kodak chemistry just fine. people around here do it for home c-41 dev altough it's kind of expensive as it's meant for larger volumes, but there's some guys who repackage it in smaller quantities for roughly the same prices as a tetenal kit.
