There is a third way. Asking for permission, say from a group of people (like a village), then staying with them and shadowing them for days/weeks, until they're accustomed to you. Then you can walk around them, and capture photos of their lives, without being staged, while still having their implicit permission.
Naturally, it's hard and demanding in terms of time and effort, that's why you don't see it more often.
