Night photography is a bit of a bitch, but don't be afraid to bump your ISO up. Even my R50 can do 3200 ISO comfortably, and I would wager the R5 you have can do at least a stop or two higher with minimal drop in IQ. This particular shot could have come out much nicer at f/8, 800 ISO and maybe like 2". I'm spitballing numbers but you get the idea.
At this stage I would just start getting a grasp of the exposure triangle and taking more and more practice shots. Vary your settings while still achieving the same exposure level of the same scene then review them later to see the differences. It might also be a good time to explore different kinds of photography like Astrophotography or Landscapes.
