These laws always seem to be about shielding some kind of projected image maintenance from reality... and having the option to censor at a whim. Considering the first instance of this kind of law was to stop the media publishing unflattering images (for the first time: actual photos, rather than artists depictions) of a dead leader, i suppose that pretty much sums it up.
