Decibels are logarithmic, under 0dB means noise is overpowering the signal (i.e. there's more noise pixels than signal pixels). If the ratio is 50/50 you get 0dB.
Dynamic range of the sensor is defined by the amount of stops between the selected noise floor and saturation.
