Sometimes you can get away with just taking someones photo without asking depending on the environment. If you want to try asking people though I suggest going to your local Target storefront, Target employees in particular love getting photographed, I have suspicion that it has something to do with the fact that their uniforms all match the store. Maybe its because they all get to dress pretty casually, I mean they get to wear basically any shirt so long as its red with khakis (who doesn't love wearing khakis?? they are so comfortable!!) Targets in general just make for amazing photo ops, try it sometime.
