indoor you need to cool the warm light from ~3200k to 5500k (80c filter is safe inbetween)
outdoor you probably have to do the same if there's sodium lamps (usual streetlamp) and such.
Two things are often confusing that I want to help clarify
1. cooler colors (bluer) are higher color temp in kelvin (weird right)
2. white balance on film is a little different than on digital. Digital involves changing the balance in camera, so you lower WB from 5500k to 3200k for tungsten (indoor) lighting-- for film, the balance of the film does not actually change, so you are instead COOLING the light (passing through blue filter) in order to match the sensitivity of the film.
And of course you are doing the reverse (warming the light in overcast cool lighting) when you use an orange filter.
