>>3148755Because you need to make X amount of a film in order to hit a certain price point that consumers would find worthwhile. To have a lower cost, you need to produce more. Film has an expiration date, so now you need to be able to sell that amount before the expiration passes.
There just isn't the demand for high ISO film.
