You have to understand that the world has changed since the days of grainy BW street scenes. Cameras are viewed with fear and suspicion by a large portion of the developed world. Partly due to the government's use for public surveillance, and mutual surveillance by smartphone users.
You have to make that calculation of "is this scene important enough to record, even if it might make the subjects uncomfortable?" Keep in mind that the law protects your right to photograph what you want in public, but it also protects your subjects' whine and piss and moan and generally cause a big stink that wastes everyone's time.
