Get something like a Fuji X100 or XE series or maybe a compact micro four thirds camera (if you can't afford an actual Leica) and go to busy events and tourist areas. There will be tons of other people with cameras, so it won't be weird, and there will be tons of women in sundresses. You'll even catch a fair number of upskirts from eye level just walking around because women these days don't know how to crouch without exposing themselves.
