I have a roll of Superia 1600 on my shelf from 2009 which says "4th Color Layer" on the box and a 3 pack of Superia 400 that's in date with no such mention of a 4th colour layer which leads me to believe Fuji dropped the 4th colour layer for their consumer films a while back.
My thoughts are Fuji will either find a way to get the raw materials for the 4th layer for 400h or come out with a new emulsion that has 3 layers, Fujifilm Pro 400h II if you will.
