If anyone is interested, the spot is the Northwest corner of the Tokyo World Trade Center observatory. There's an entry fee and it's much less known to tourists than Tokyo Tower or Skytree, so the window coatings aren't all fucked up and there's barely any crowd besides lots of local togs who show up at sunset. Unfortunately they built another highrise next to the WTC which blocks the view towards Fuji.
