Anything by Panasonic with an M43 sensor. Rugged, light, small enough. They have cameras to fit most budgets or you can buy used. The G7 is a good shout. Spend as little on the body as you can and invest as much as possible into GOOD LENSES. This will make the most dramatic difference, not whatever body you use.
For lenses, get a decent fixed aperture zoom lens and a solid prime (non-zooming lens) as they allow in more light for your low light situations.
