From what I've read, the chemicals weren't exceptionally toxic. They were just unprofitable to produce with the existing equipment and the development costs were high since it required 3 different development steps and red re-exposure. Even if it cost $50 a roll to shoot and develop I'm pretty sure aesthetic zoomers would be tripping over themselves to shoot it though.
