The photosites have an inherent noise to them, that's where hot pixels and ISO noise comes from. You apply gain to a weak signal and the noise is amplified as much as the signal itself and sometimes more. You get less noise from brighter areas because the signal overpowers the noise. It's not a conspiracy, anon.
