Either your subject looks sharp or it doesn't. Most landscapes don't have a close enough foreground interest to warrant stopping down much more than f/11, and a lot of them are fine at f/5.6. If a composition does require it, then by all means stop down, but not all landscape photos need tiny apertures, especially if it's the difference between getting the shot handheld and going back to your car for a tripod and potentially missing the lighting.
