You could probably get away with 18". However the text will look bad no matter what because you'll be enlarging it from a print rather than the original file.

You could instead spend about the same amount on the original book as it would cost to a get a decent print and a decent poster frame. The book it is from is Star Trek Star Charts: The Complete Atlas of Star Trek available on amazon for ~30$
You could also get Star Trek: Stellar Cartography: The Starfleet Reference Library Maps from the Star Trek Universe which seems to have similar maps but is a little larger and in hardcover. It's cheaper at $25 and on prime so no shipping if you have a prime account.
