This is such an embarrassing take. You're completely overlooking the relationship between the art and its urban surroundings. Newer ones will be bright and literally bleed into the air, while older ones will fade away slowly and become part of the city's texture. Sometimes it's just layers upon layers of it like in picture related.
What does any photographer bring to any form of photography, for that matter? Nothing, other than his own perspective.
Whatever you're viewing is not as important as how you're viewing it, and what that perception reflects on (You).
