What did you even do here? Did you just shoot a somewhat soft B&W and try scanning it with an EPSON without even properly turning it into B&W?
You just gotta process scans correctly so it doesn't look like shit. Good job keeping it RGB at least instead of poorly converting to greyscale. Here's what you could do to improve it.

You focused too close (left arm) instead of on her face. You captured most of the tonal range so visually it's mostly fine but it's not razor sharp. Fine enough though, IMO. You can tell it's the photo and not the scan by using the sprocket holes as a reference, they're much sharper than the frame of her glasses as an example so a better scan won't really help much with clarity but it still can by a little bit. You might wanna give sharpening a try but that usually just adds artifacts with little benefit.
