Tacked on white borders gives them a superficial frame that is constant across different presentational medium, and can be useful, or detracting, depending on use, or design of web pages. Left without, you will have web pages that use various designs to frame the picture. Even just opening a single picture in a single tab, will still frame a picture. It'll be internet browser that will take care of that. Pay attention and you will start noticing all the various ways that web pages frame pictures. You can even expand this to image displaying program. A lot of though goes into that. Design 101.
