Here, I think it's got potential, even though it's hard to turn the snapshot fill-flash feel to your advantage. You gotta get it across to your viewers that it's deliberate. Make the background horison even more skewed/angled, get a wider-angle lens, think about maybe keeping the subject fully in frame (his sleeve is cut off on the left), and finally, get the subject more interesting. A little bit is enough. Right now, I want to take in the atmosphere and absorbthe person, but there's not much to absorb, I hit a dead end.
I like the subtle split toning.
