Use a viewfinder app on your phone to figure out which focal length you like best, 28mm, 35mm or 40mm equivalent.
If you're scared to commit to one focal length, the interchangeable lens Fuji and Sony APS-C cameras are fine too, but Fuji has more lenses to choose from.
For low light on your budget it's more cost effective to get a good flash setup and learn to use it than to chase large sensors and wide aperture lenses.
Also, think about whether you need weather sealing, judging from your picture it's going to see both spray and sand, but that will drive up the cost of both the body and lenses.
