Can't think of anything that would fit retro look in point and shoot cameras at that price range. I'd look at mirrorless and used e-pl's. I would not go lower than e-pl7 for that extra knob. I've seen bodies go for 200 pounds, you'll have to add another 50 for used lens, and you've competent base. You sacrifice viewfinder, but you'll have to do something at that price range to get detachable cam.
I'd ask sister first what she wants, no point spending 300 or more looking just for retro cams when she could be happier with some big dslr that you can get for 200.
