In the first photo the leaves are on the other side of the subject without any connecting content. Just negative space. This is subject competition and makes for a disconnected photo. For this to work there would need to be something that draws my eyes from the leaves to the house/tower or vice versa.
In the second photo the leaves are dark and blend into the grass. They also take up like half of the frame but do not provide any meaningful interaction with the subject of the building.
I understand how to use leaves as a framing device. Look how in the attached photo the leaves part right around the subject. The out of focus framing elements interact with the in focus subject elements in a way that is visually meaningful.
