Two cautious heavy-set, over-militarized police force personnel is required to take down one tooth pick with a small army behind them. The simplest point is that it's "excessive". A word used so common nowadays with police force, that's why it resonates.
The picture could be done better, the right of the picture is something to ignore completely and overall the colors are bland.
