From the notes of W Eugene Smith from the book Darkroom by Lustrum Press (Pic related) I found this method of developing 2 rolls per reel of 35mm. Granted it works on the steel reels but I have yet to try it on say Paterson plastics, doubt it will work. I tried it with already ruined rolls a couple times to make sure I could do it in light then I dove in to do it for reals with 2 rolls of Fomapan and it was a success!
Given the rule of 6ml of developer per 80^2 inches of emulsion (1x 35mm-36exp or 1x120) you would need minimum a 1:25 dilution for this to work safely or just use stock solutions, like I did.
