The size argument for APS-C / m43 is kinda true, kinda not. FF absolutely does have larger cameras and lenses, but they also have lots of smaller options too.
If you care about aperture equivalence, then FF probably has the most compact options. If you don't care about aperture equivalence, and only want the smallest, m43 and APS-C have good options, especially on the tele end with m43.
Here's an example of some common prime focal lengths, and a midrange zoom.
