Lets say you want to shoot a cloud and want the more/best detail available in the cloud which is mostly highlights.
According to you you would do better by shooting as base iso for higher dynamic range. But higher iso, while yes, would reduce the dynamic range but put most of the dynamic range on the highlights instead of having it spread along the whole spectrum. 10 stops on the highlights beats 12 stops all around. At least in this particular case where you want max detail in a highlight filled picture.
To know the distribution of the iso and dynamic range in your camera is a must for video. Not so much for photography. Jesus, I scolded OP for being a basic bitch, but I see a lot of amateurs that needed this explanation.
Pic related bmpc4k. Iso 1000 has 5 stops of dynamic range over middle grey. While 100 only 2 and 400 has 4. The bmpc4k is a well balanced camera in this regard but even then it has slightly better highlight dynamic range with higher iso
