My first step is always Levels to fill out the Histogram.
Then I adjust Exposure accordingly, and maybe change the Base Curve. Sometimes other curves make certain aspects of the image pop more. It's pretty rare I change this, though, I think Canon has good color reproduction for the most part.
Next step is White Balance, which I know you're supposed to adjust in camera, but I just leave my camera on "Faithful" and find I get generally good results in post with WB changes. Indoors shots, not so much, but I don't shoot indoors often.
Next, I'll Crop/Rotate the image to straighten stuff out, using either the Horizon or other vertical lines in my shot as a guide.
Then, I play with my, as I call them, "fun sliders" i.e. Local Contrast, Velvia, Contrast/Brightness/Saturation.
Local Contrast can help sharpen the look of an image, Velvia is my primary Saturation tool, as it has more options than just "Saturation slider" (another option is Vibrance, they both have different looks, I like the Velvia one)
C/B/S is generally the last thing I play with, and don't do much with it. I never go over 10 in anything, and generally stay below 5.
