You should do your best to know as much about both. Ignorance to either will only hinder your output.
No one is saying your camera doesn't matter. It does. But if you are taking shitty photos of your cat no one will give a shit.
No one is saying that a better camera will make you a better photographer. Check out the (now discontinued) Godox A1 and what was capable with 'only' a smartphone and some nice lights.
If I sold all my gear and started again, I would probably put more money into lights (then again I like video too). At the end of the day we are photographing light and (for some kinds of photography) much of the 'look' is driven by a big 60 inch parabolic octobox. As with the Godox example, you could get away with quite a lot of print/screen options before you'd need more from the sensor if you can get everything within the (admittedly shitty) dynamic range of a 1/1.7" sensor.
