If strictly for fun/hobby, consider a 4x5 monorail camera with lens and film holders, sturdy tripod, sheet film, chemicals and a Paterson Orbital tray. That may or may not be cheaper than a tilt shift lens. No idea of current prices.
(Was exploring movements while trying to figure out how to get tones out of litho film. In this case adjusting focal plane to get thing in focus. And litho film sucks unless you like that particular suck. Try underdeveloping it in Rodinal 1:200 or something.)
