When you refuse it usually escalates fairly quickly to threats of violence, screaming and calling the police. If you try to walk away or continue they'll stop you again until the police arrive. When that happens on my side I get to tell the officer that they were unhappy that a picture was taken while on public property and I wasn't following them and that I have no intentions of selling the photo or using it for commercial work, the officer will then usually ask to see the photo if that's okay and I agree. It then goes one of two ways from this point:

If you're someone with manners, you'll be fine. Interestingly enough it's usually women and younger males under 30 who do this the most. Mostly it's other women and young uneducated males who act this way.

I understand basic human decency though, I'm not enslaving someone.
