it's just a troll-infested board with an open application process, and no normal person actually wants to moderate or mop-bucket on 4chan, so the positions tend to be taken by people for memetic reasons, who always end up losing the position in a few months time.
never noticed how often the application process is open? it's not because it's an expanding workforce ;)
