The 35mm 2.5 lens optically identical to the W-Nikkor 3.5cm 2.5 that is extremely well regarded. You can get a Nikonos V very next to nothing, KEH has had a few in the $150 range recently. I wouldn't be submerging it without getting it looked over...but for rain it's most likely fine. The Nikonos V is a stellar camera but it's a beast. Just as big as a typical SLR and weighs 815g with the 35mm lens.
Batteries are a thing for sure. I can't tell you how long they last in a Nikonos because I use mine infrequently and diving takes more battery life out of them than normal. That said batteries in my other cameras typically last forever. I've had my Bronica SQ-A since 2006 and I'm on my third set of batteries. On plenty of cameras I've shot well over 100 rolls of film before needing to replace batteries.
For Medium Format look into the Bronica SQ-A. Mine spent 8 years shooting in the PNW while I lived there. Saw plenty of driving rain and snow and still going strong.
